REACTIVATION OF THE NATIONAL PEACEFUL PROTEST;
PROF CALLS ON PRESIDENT BOLA AHMED TINUBU, GCFR, TO ASSENT TO THE POLICE EXIT BILL FROM THE CONTRIBUTORY PENSION SCHEME

Abuja, Nigeria — 12 September 2026

The Police Retired Officers Forum of Nigeria (PROF), following the resolution of its National Executive Council (NEC), hereby announces the reactivation of its indefinite National Peaceful Protest, code-named “NO RETREAT; NO SURRENDER.”
The protest, which was earlier stood down on 10 August 2026, followed an assurance given by the Inspector-General of Police, IGP Olatunji R. Disu, that the lingering pension-related challenges affecting the Nigeria Police would be resolved within two weeks.

The assurance was given during a meeting between the National Leadership of PROF and the Inspector-General of Police and his Management Team at the IGP Conference Hall, Force Headquarters, Abuja, on 6 August 2026.
Unfortunately, the expected resolution has not materialised.
More importantly, His Excellency, President Bola Ahmed Tinubu, GCFR, is yet to assent to the Police Exit Bill, which was transmitted to the Presidency by the National Assembly on 16 March 2026. PROF has also not received the expected feedback from the Inspector-General of Police following the earlier commitment.

REACTIVATION OF THE PROTEST

In view of these developments, and pursuant to the resolution of the National Executive Council of PROF, the National Peaceful Protest will commence on Tuesday, 29 September 2026, and continue indefinitely until further notice.
The principal objective of the protest is to appeal to Mr. President to assent to the Police Exit Bill and make it law, thereby exempting the Nigeria Police from the Contributory Pension Scheme (CPS), which PROF considers inequitable and detrimental to the welfare of police personnel and retirees.

The Forum maintains that the Nigeria Police should enjoy pension arrangements comparable to those applicable to other critical security institutions, including the Military, State Security Service (SSS), National Intelligence Agency (NIA), and other similarly situated public institutions.

PROPOSED PROTEST VENUES

The peaceful protest will take place at designated locations, including:

1.Nigeria Police Force Headquarters, Abuja

2.National Assembly Complex, Abuja

3.National Headquarters of the National Pension Commission (PenCom), Abuja

4.Ministry of Police Affairs, Abuja

5.Federal Ministry of Justice, Abuja

6.Federal Ministry of Finance, Abuja

7.United Nations Office, Abuja

8.United States Embassy, Abuja

9.Embassy of France, Abuja

10.British High Commission, Abuja

11.Nnamdi Azikiwe International Airport, Abuja

12.Police Service Commission Headquarters, Abuja

13.Offices of the 36 State Governors across the Federation.
All participants are expected to conduct themselves peacefully, responsibly and within the confines of the law.

THE PLIGHT OF POLICE RETIREES AND SERVING POLICE OFFICERS

The Forum remains deeply concerned about what it considers inadequate lump-sum payments and monthly pensions received by many Retired Police Officers under the current pension arrangement.
According to information available to PROF, more than 20 police retirees have reportedly died within the last six months, while many others are currently bedridden and facing severe difficulties in meeting basic social and medical needs. During the same period, the Forum also records the loss of more than 40 serving police officers in the line of duty. PROF believes that these developments have serious implications for the morale and welfare of serving police officers and, by extension, the effectiveness of the Nigeria Police Force in discharging its constitutional responsibilities.

The Forum therefore urges the Federal Government to treat the welfare of police personnel and retirees as a matter of National Security and public interest, rather than merely as an employment or pension issue.

“ENOUGH IS ENOUGH”

As patriotic Nigerians who have devoted the greater part of our lives to the protection of lives and property, maintenance of law and order, and the security and stability of our dear nation, we believe that Retired Police Officers deserve peace, dignity, adequate welfare and a decent standard of living after retirement.
This demand is therefore not one that PROF is prepared to abandon or allow to be indefinitely deferred.
A situation in which, according to concerns repeatedly raised by the Forum, where a Retired Non Commission Officer in the Military, State Security Services (SSS), National Intelligence Agency (NIA) etc is receiving a higher monthly pension than a Retired Commissioner of Police is, in our view this is totally unacceptable, and therefore, an issue that requires urgent government attention and equitable review.

CALL TO ALL POLICE RETIREES

The National Leadership of PROF hereby calls on all Retired Police Officers across the 36 states of the Federation and the Federal Capital Territory to prepare for and participate massively in the forthcoming National Peaceful Protest. We equally call on our members, families and supporters to remain disciplined, peaceful and law-abiding throughout the exercise.
Our message is simple:

ENOUGH IS ENOUGH.

We seek justice, dignity and equity for Police Retirees.
We seek improved welfare for serving Police Officers.
We seek a pension system that recognises the sacrifices made by those who dedicated their lives to protecting Nigeria.

APPEAL TO PRESIDENT BOLA AHMED TINUBU, GCFR

The Police Retired Officers Forum of Nigeria once again makes a passionate appeal to His Excellency, President Bola Ahmed Tinubu, GCFR, to graciously assent to the Police Exit Bill and sign it into law.
We believe that such action will provide meaningful relief to suffering and neglected police retirees, improve the welfare and morale of serving police officers, and contribute positively to the security and stability of the Federal Republic of Nigeria.

We respectfully urge Mr. President to act in the interest of justice, equity, National Security and the welfare of the Nigeria Police Force.
