ECOWAS PARLIAMENT CONCLUDES SECOND 2026 EXTRAORDINARY SESSION WITH ADOPTION OF 2027 ANNUAL WORK PLAN AND BUDGET
The ECOWAS Parliament has concluded its Second Extraordinary Session of 2026 in Accra, Ghana, following deliberations on key institutional, regional and budgetary matters. Held as part of the Parliament’s programme in Accra from 21 to 27 September 2026, the Session followed the Second Parliamentary Seminar on climate change, environmental degradation, population displacement and growing insecurity in the ECOWAS region. The programme also included the swearing-in of new Members, consideration of the report of the 2026 First Ordinary Session, and activities of the ECOWAS Female Parliamentarians Association (ECOFEPA).
The Parliament considered reports and resolutions arising from parliamentary engagements on harnessing renewable energy for rural electrification and rural economic empowerment; irregular migration and trafficking in persons in West Africa; and empowering MSMEs as formal drivers of ECOWAS regional value chains. It also considered the mid-term implementation of the 2026 budget and the Outcome Document of the Second Parliamentary Seminar, and adopted the 2027 Budget Estimates and the 2027 Annual Work Plan. At the close of the Session, the Speaker of the ECOWAS Parliament, Rt. Hon. Hadja Mémounatou Ibrahima, stressed that the 2027 programme and budget provide the framework for the Parliament’s action, but that their value will depend on effective implementation and measurable results. She identified infrastructure, transport, energy and connectivity, together with peace, security, democracy and greater participation of women in public life, as priorities the Parliament will support. The Speaker also called for effective follow-up to parliamentary resolutions and recommendations, and thanked the Government, Parliament and people of Ghana, as well as Members, the Secretary General and staff of the ECOWAS Parliament, before declaring the Session closed.
