PRESS RELEASE

FROM THE MINISTRY FOR EUROPE AND FOREIGN AFFAIRS

CONVERSATION BETWEEN JEAN-NOËL BARROT, MINISTER FOR EUROPE AND FOREIGN AFFAIRS, AND MAME MANDIAYE NIANG, DEPUTY PROSECUTOR OF THE INTERNATIONAL CRIMINAL COURT

July 22, 2026

On July 22, Minister for Europe and Foreign Affairs Jean-Noël Barrot spoke with Mame Mandiaye Niang, Deputy Prosecutor of the International Criminal Court (ICC).

The Minister and the Deputy Prosecutor discussed the Office of the Prosecutor’s investigatory and prosecutorial activities, which are vital to combating impunity for the most serious international crimes.

The Minister reiterated France’s full support for the actions of the Court – the world’s sole permanent international criminal tribunal with a universal mission, and a pillar of the international criminal justice system.

He emphasized that any type of threat or punitive measure against the Court, its States Parties, its staff or the civil society organizations that support it is unacceptable.

He pointed to France’s statements urging the United States to withdraw all sanctions adopted on the basis of Executive Order 14203 of February 6, 2025, which constitute an attack on the Court and all the States Parties to the Rome Statute, and are contrary to the principle of judicial independence.

The Minister reaffirmed France’s full commitment to ensuring that the Court and its staff continue to fulfill their vital mission in the fight against impunity in a manner that is both independent and impartial.
