NEMA HOSTS LIBERIAN DELEGATION, STRENGTHENS REGIONAL COLLABORATION ON DISASTER PREPAREDNESS AND EARLY WARNING SYSTEMS
The National Emergency Management Agency (NEMA) has hosted a delegation from the Environmental Protection Agency (EPA) of Liberia on a technical exchange visit aimed at strengthening institutional capacity and promoting regional cooperation in disaster preparedness, emergency response, climate information systems and early warning mechanisms.
The delegation visited NEMA Headquarters in Abuja on Thursday, 5 November 2026, as part of a knowledge-sharing engagement under Liberia’s Climate Information Systems (CIS) Project.
The Director-General of NEMA, Mrs. Zubaida Umar, was represented at the technical meeting by the Director of Air Operations, Captain Ibrahim Mamman, who welcomed the delegation and underscored the importance of regional cooperation, knowledge exchange and innovative approaches to disaster risk management.
Speaking on behalf of the Liberian delegation, Mr. Nelson S. Jallah of the Liberia Environmental Protection Agency expressed appreciation to NEMA for hosting the team and providing an opportunity to share practical experiences and learn from Nigeria’s disaster management system.
The technical session featured presentations on disaster risk management frameworks, institutional arrangements and emergency preparedness and response strategies in both countries. Mr. Jallah, Project Manager of Liberia’s Climate Information Systems Project, presented an overview of the initiative, while Mr. Kawi G. Badio, Director of Risk and Early Warning at Liberia’s National Disaster Management Agency (NDMA), discussed the country’s disaster profile and institutional framework.
On Nigeria’s emergency management system, NEMA’s Assistant Director of Planning, Mr. Dapo Akingbade, delivered a presentation highlighting the country’s institutional arrangements, preparedness strategies and coordination mechanisms for effective disaster response.
The interactive session provided a platform for both countries to exchange experiences and explore areas of cooperation in hazard monitoring, early warning systems, disaster preparedness, emergency response and inter-agency coordination.
As part of the engagement, the delegation toured NEMA’s Geospatial Centre and National Emergency Operations Centre (NEOC), where they were briefed on the Agency’s technological capabilities and operational arrangements for disaster monitoring, information management and coordinated emergency response.
At the NEOC, the Coordinator, Mrs. Lydia Wagami, Deputy Director of Disaster Risk Reduction, presented the 2026 Flood Dashboard, explaining its role in monitoring flood incidents, tracking disaster impacts and supporting evidence-based decision-making and response coordination.
The visit concluded with a courtesy meeting with the Director-General, Mrs. Zubaida Umar, who received the delegation at her office.
The engagement highlights the value of cross-border partnerships and institutional knowledge exchange in strengthening early warning capabilities, improving disaster preparedness and building collective capacity to address shared hazards across West Africa.
